A. Rates:
1. Each cab company authorized to operate within the city shall give to the chief of police, or his designee, in writing, thirty (30) days prior to change in fare, an updated schedule of fare changes. This schedule of fare changes shall also be published in a newspaper of general circulation.
2. No meter or other measuring device shall be activated or the mechanism thereof started until all patrons have entered the vehicle. All rates of fare shall be posted in such manner as to be visible from the rear seat of the vehicle.
3. A schedule shall also be posted showing the rates of fare for out of town destinations.
4. A schedule shall also be posted showing the rates of fare for out of town destinations where the additional twenty percent (20%) charge over that shown on the meter is applicable.
B. Disputes Over Fare; Receipt:
1. All disputes as to prices or distances shall be reviewed by the chief of police or his designee for that purpose.
2. Upon request of any passenger, the driver of the vehicle shall give the persons so requesting a receipt for the amount of fare demanded and paid.
C. Penalty For Overcharge: The owner or driver of any vehicle, licensed as aforesaid, who may have demanded and received any fare in excess of what is provided in this chapter, shall return the excess received and, in addition, be liable to a penalty of twenty five dollars ($25.00) and to the revocation of his chauffeur's license.
