A. Required: It shall be unlawful for any person to engage in, conduct, carry on or permit to be engaged in, conducted or carried on, in or upon any premises in the city, the operating of a "massage establishment" as herein defined, without first having obtained a license from the city. All individuals performing massage shall be licensed by the state of Illinois. The owner or manager shall keep with his or her business records a copy of the state license of each individual performing massage in their establishment.
B. Exceptions: An individual duly licensed as a massage therapist by the state of Illinois, and working in a medical office, exercise facility, fitness center, beauty salon or spa, or physical therapy business, which is licensed by the city, shall be allowed to practice massage therapy without having to be affiliated with a licensed massage establishment. The licensed massage therapist doing business in Des Plaines shall give a copy of the state of Illinois license to the city's licensing department. (Ord. M-19-13, 10-7-2013)
