1-6-4: COMMITTEES OF THE CITY COUNCIL:
   A.   Standing Committees: The following shall be the standing committees of the city council:
      Building Code
      Community Development
      Community Services
      Engineering
      Finance and Administration
      Legal and Licensing
      Public Safety
      Public Works
   B.   Composition of Standing Committees. Each Standing Committee shall consist of three aldermen as selected pursuant to Subsection C of this Section. Each Committee shall be comprised of a chair, a vice chair, and one other member. The mayor and the remaining aldermen shall have the right to attend any meeting of a standing committee and to participate in discussion, but shall not be members of the committee. No alderman will serve as chair of more than one committee. No alderman will serve as vice chair of more than one committee.
   C.   Committee on Committees. At the first regular meeting after a City election, the city council shall appoint a chair for a committee known as the “committee on committees” which shall be a committee of the whole. A date for a meeting of the committee on committees shall be set between the first and second regular city council meetings after a City election. The committee shall meet and prepare a recommendation of appointments and designation of chairs and vice chairs and members for the standing committees. At the next regular meeting of the City council, the committee on committees shall submit a recommended resolution to the City council designating the chairs, vice chairs, and members of the standing committees. The City council shall, by a majority vote of the City council, adopt a resolution designating the chairs, vice chairs, and members of the standing committees. The standing committee assignments shall be for two years.
   D.   Special Committees. The mayor may appoint such special committees as he may consider necessary from time to time with the consent of a majority vote of the city council. Each special committee shall be automatically dissolved after three months from the date of establishment, unless the special committee is extended by a majority vote of the city council.
   E.   Committee Duties. Each committee, whether standing or special, shall promptly and thoroughly investigate and report to the mayor and city council upon all matters referred to it by the city council, and shall attach to its report all staff documents in the possession of the committee relating thereto, and do and perform such other and further duties as the mayor and city council may, from time to time, prescribe.
   F.   Mayor. The mayor shall be an ex officio member of each standing and special committee, entitled to attend, participate in discussion, but not to vote in committee.
   G.   Committee Matters: The chair of a committee may place an item for consideration on that committee’s agenda by making a request to the city clerk’s office by twelve o’clock (12:00) noon on the Monday preceding the day for distribution of the packet of information for the city council.
