The provisions of this section are declared to be of a regulatory nature, and it shall at all times be the duty of the chief of police, the sanitarian, the fire chief and the building official and zoning administrator regularly to inspect or cause to be inspected the site of any licensed contractor's activities and to investigate whether persons engaged in such activities are properly licensed and that their activities are being conducted and operated in accordance with the provisions of this code applicable thereto.
