4-8-6: PROHIBITED ACTS, TRANSACTIONS:
   A.   Removal Of Identifying Marks: No pawnbroker or secondhand dealer shall remove, alter or obliterate any other identifying marks engraved or etched upon an item of personal property.
   B.   Minors:
      1.   No pawnbroker or secondhand dealer shall have any business dealings with any person under eighteen (18) years of age, except upon the written consent of the parent or guardian of such person to each particular transaction.
      2.   No person shall do work as a pawnbroker or secondhand dealer who is under eighteen (18) years of age, and no pawnbroker or secondhand dealer shall employ a person who is under eighteen (18) years of age to assist him in his business.
   C.   Property From Intoxicated Person Or Thief: No pawnbroker or secondhand dealer shall take any article in loan or pledge from any person appearing to be intoxicated, nor from any person known to have been convicted of theft. Nor shall a pawnbroker or secondhand dealer take any article of secondhand property, from any person appearing to be intoxicated, nor from any person known to have been convicted of theft. A law enforcement officer may provide such criminal conviction information to the pawnbroker or secondhand dealer. When any person is found to be the owner of stolen property which has been pawned, pledged, exchanged, traded, purchased or otherwise received by a pawnbroker or secondhand dealer, such property shall be returned to the owner thereof without payment of the money paid or advanced by the pawnbroker or secondhand dealer thereon or any costs or charges of any kind which the pawnbroker or secondhand dealer may have placed upon the same.
   D.   Stolen Goods: It shall be the duty of every pawnbroker or secondhand dealer to report to the police any good, article or thing received by him, if he shall believe that the article was stolen or lost.
   E.   Weapons: No pawnbroker or secondhand dealer shall receive as a pledge or purchase any firearm, as defined in 430 Illinois Compiled Statutes 65/1.1 et seq.; nor shall any pawnbroker or secondhand dealer receive as pledge or purchase any blackjack, slingshot, sand club, sandbag, metal knuckles, throwing star or switchblade.
