4-4-10: HOURS OF SALES:
   A.   Generally: It shall be unlawful for any person to sell or offer for sale any alcoholic liquor in the city after the hour of one o'clock (1:00) A.M. and before the hour of six o'clock (6:00) A.M. on Mondays, Tuesdays, Wednesdays, Thursdays, and Fridays, or after the hour of two o'clock (2:00) A.M. and before the hour of six o'clock (6:00) A.M. on Saturdays, or after the hour of two o'clock (2:00) A.M. and before the hour of twelve o'clock (12:00) noon on Sundays, except for licensees who offer food consumed on the premises. Such licensees in conjunction with the offering of food may begin on premises consumption at the hour of ten thirty o'clock (10:30) A.M. on Sundays; except, however, that alcoholic liquor may be sold by class B and class H-2 license holders only, on Sundays at nine o'clock (9:00) A.M. and except, however, that alcoholic liquor may be sold or offered for sale in the city up to four o'clock (4:00) A.M. on January 1 of each year.    B.   Special Four A.M. License: No interpretation or construction of this provision shall prohibit the holder of a special four A.M. liquor license from selling alcoholic beverages between the hours of six o'clock (6:00) A.M. to four o'clock (4:00) A.M. each day Monday through Saturday morning and from twelve o'clock (12:00) noon Sunday to four o'clock (4:00) A.M. Monday.
   C.   Election Days: It is permissible to sell, or offer to sell, any alcoholic liquor on the day of any national, state, county, township, municipal or local election, during the hours the polls are open within the political area in which such election is being held; subject, however, to the closing hours set forth in this section.
   D.   Class M Specific Restrictions: For the purposes of class M licenses only, the hours of sales shall be:
 
Monday through Friday
10:30 A.M. to 11:00 P.M.
Saturday
10:30 A.M. to 12:00 midnight
Sunday
12:00 noon to 11:00 P.M.
 
   E.   Class N Specific Restrictions: A holder of a casino owner’s license that also holds a class N license may sell alcoholic beverages or furnish or permit the same to be consumed on the premises from 9:30 a.m. until 4:00 a.m. each Gaming Day as defined in the Illinois Gaming Act. Any casino owner’s licensee that does not conduct gambling operations 24 hours a day may sell alcoholic beverages or furnish or permit the same to be consumed on the premises from 9:30 a.m. until one hour prior to the licensee’s close of gaming operations that gaming day, as set forth in 86 Illinois administrative code section 3000.930.
   F.   Days Designated To Change From Or To Standard Time: On those days designated by law to change from or to standard time, the actual permitted hours of operation shall not be affected and a licensed premises shall close on such days as if the time change had not occurred.
   G.   Class P Coffee Shop License Restrictions: The sale of alcoholic liquor by a coffee shop that has obtained a class P coffee shop license is prohibited at any time before two o'clock (2:00) P.M. and after ten o'clock (10:00) P.M. on Mondays through Fridays, and before twelve o'clock (12:00) noon and after ten o'clock (10:00) P.M. on Saturdays and Sundays.
