4-2-9: LICENSE CERTIFICATES, TAGS, AND STICKERS:
   A.   Display:
      1.   A business must display its current and effective business license certificate in a prominent place at its place of business at all times. It shall be unlawful to display an expired, revoked or suspended business license certificate. The city has the right to enter upon a licensed place of business at any time for the purpose of removing an expired, revoked or suspended business license certificate.
      2.   For business licenses associated with vehicles, machinery, or equipment, the director of community and economic development shall furnish each licensee with a certificate, tag or sticker for each vehicle or piece of machinery or equipment licensed. The licensee shall post each such certificate, tag, or sticker in a conspicuous place on or inside the licensed vehicle, piece of machinery or equipment.
   B.   Replacement: In the event a business loses or damages a license certificate, tag, or sticker, it must promptly request a duplicate of the certificate, tag, or sticker from the director of community and economic development and provide an affidavit attesting to the loss or damage to the original. The business will be required to pay a fee for a duplicate license certificate, tag, or sticker in the amount set forth in section 4-18-1 of this title.
   C.   Transfer: No licensee may assign, sell, loan, convey, or transfer a business license certificate, tag, or sticker to any other person, even if such other person intends to conduct the same business as the licensee at the location used by the licensee.
   D.   Alteration; Removal:
      1.   No person may add to, alter, deface, forge or counterfeit any license certificate or tag, or sticker which has been issued by the city.
      2.   No person may destroy, obliterate, take, remove or carry away without the consent of the owner any license certificate, tag, or sticker which has been issued by the city except that said certificate, tag, or sticker may be removed after the licensed business has been discontinued or the licensed premises have been abandoned.
