4-2-8: LICENSE FEES:
   A.   Fees: All fees and charges for a business license must be paid at the time an application or renewal application is submitted. In the event that a license cannot be issued at the time application for same is made, the director of community and economic development shall issue a receipt to the applicant for the money paid in advance. All such receipts shall have plainly indicated thereon that the receipt of payment of the license fee is not to be construed as the issuance of a license. No such receipt, or the payment of any license fee in advance of the issuance of the license in due form, shall entitle or authorize any person to any of the rights or privileges conferred by the issuance of any license or to the opening or maintaining of any business or establishment contrary to any provision of this code. All fees and charges will be as set forth in the fee schedule in section 4-18-1 of this title. In the event that a background check is required to be conducted as part of a license application process, the applicant shall pay the fee set forth in section 4-18-1 of this title for each such background check.
   B.   Late Filing Penalty: A late filing penalty in the amount of twenty five percent (25%) of the applicable license fee or charge will be applied to applications for licenses, or renewals thereof, submitted more than thirty (30) days after the filing deadline set forth in subsection 4-2-7A of this chapter. A failure to file an application for a business license within sixty (60) days after the filing deadline, except as specifically permitted in subsection C of this section, shall be considered a failure to obtain or renew the license and will constitute a violation of this chapter.
   C.   Proration: An applicant for a license for a new business shall be required to pay the full annual license fee specified in this code if application for a license is made on or between January 1 and June 30 of any year. If an applicant seeks to commence operation of a business after July 1 of any year, the license fee will be reduced by fifty percent (50%) for that license period.
   D.   No Refund: In no event shall the discontinuance of operation of the business entitle an applicant to a rebate or refund of any portion of an annual fee paid for a business license. (Ord. M-19-13, 10-7-2013)
