A. The purpose of this chapter and all subsequent provisions of this title is to regulate the manner in which certain businesses are conducted in the city for the purpose of promoting the general health, safety and welfare of the city and its residents.
B. The provisions of this chapter shall apply generally to the issuance of business licenses, except as otherwise specifically provided for in subsequent chapters of this title. In the event that a subsequent chapter of this title includes a more specific or distinct process, procedure, or requirement than those set forth in this chapter, the provisions of that chapter shall govern.
C. With the exception of those duties and responsibilities assigned to the mayor or the city council, wherever a duty or responsibility is assigned to a specific officer, official or employee of the city in this chapter or subsequent chapters of this title, that responsibility may be carried out by that officer, official or employee or his or her designee.
