At such time as the tax levied by this chapter is paid there shall be filed with the director of finance a fully executed and completed copy of the real estate transfer declaration required by section 3 of the real estate transfer tax of the state of Illinois, or a declaration of the full consideration paid for the transfer of beneficial interest which declaration shall be on a form provided by the director of finance.
