There is hereby created the office of superintendent of special assessments, who shall be appointed by the mayor with the consent of the city council. It shall be the duty of the superintendent of special assessments to make a true and impartial assessment of the cost of local improvements upon the city and upon the property benefited by the improvement, to apportion the cost thereof among the public and the property to be benefited and to perform such other acts as may be required of him by law.
