B. Procedure At Hearings: The PZB shall adopt rules of procedure by a majority vote of the currently appointed members to govern the conduct of its hearings, subject to ratification by the city council. Upon the hearing, any party may appear in person or by agent or by attorney.
C. Form Of Decisions And Recommendations: All decisions and recommendations of the PZB shall be reduced to written form by the PZB's secretary and shall include:
1. The PZB's decision or recommendation to approve, deny, or approve with conditions the relief requested;
2. The specific factual findings on which the PZB has based its determination;
3. Any conditions or restrictions that the PZB deemed appropriate to impose or recommend; and
4. The vote of each member of the PZB, including the absence or failure to vote of each member on the decision or recommendation.
D. Decisions Final: All decisions on appeal, or any other matter, over which the PZB is granted final authority shall be subject to review under the Illinois administrative review act, 735 Illinois Compiled Statutes 5/3-101 et seq. (Ord. Z-29-15, 10-5-2015)
