2-2-3: MEETINGS AND RULES:
   A.   Time And Place: Regular meetings of the PZB shall be held on the second and fourth Tuesday of each month commencing at the hour of seven o'clock (7:00) P.M. in the city council chambers, and at such other times and places as may be called by the chair, upon proper notice pursuant to the open meetings act 1
.
   B.   Conduct Of Meetings: The chair, and in the chair's absence, the vice chair shall preside over all public meetings and hearings of the PZB. No meeting may be conducted without the presence of a quorum, which shall consist of a majority of the currently appointed PZB members. All meetings and hearings shall be conducted in compliance with the open meetings act and rules of procedure to be adopted by the PZB and ratified by the city council.
   C.   Secretary; Records: A designee(s) of the city manager shall serve as the secretary to the PZB. The secretary of the PZB shall keep minutes of all of the PZB's proceedings, record the vote of each member, the absence or failure to vote of any member, and records of hearings and other official actions. If the secretary of the PZB is absent, the city clerk or deputy city clerk shall have the duties of the secretary under this section. All records of the PZB, including minutes, decisions, and recommendations, shall be filed with and maintained in the office of the city clerk and shall be public records open to inspection and review pursuant to the freedom of information act 2

   D.   Necessary Vote: The affirmative vote of at least a majority of the currently appointed PZB members shall be necessary to adopt any motion to overturn a decision of the zoning administrator, to grant a variation that is within the PZB's jurisdiction, or to pass upon any matter over which the PZB is granted final authority. The affirmative vote of at least a majority of the PZB members present shall be necessary to recommend approval of any matter referred to the PZB solely for hearing and recommendation. Any lesser vote on any such motions, even if a majority of those voting, shall be considered a final decision to deny or recommend denial of such matter or application. (Ord. Z-29-15, 10-5-2015)
