(A) The City Clerk shall be the Program Administrator for the vacant, abandoned and neglected property registration database and may delegate administrative duties and responsibilities to authorized agents or designees as necessary.
(B) The Program Administrator or his or her authorized agent or designee shall inspect the interior and exterior of the vacant property upon initial registration and at one-year intervals thereafter for so long as the property remains on the vacant, abandoned and neglected property registration database.
(C) The Program Administrator may adopt and promulgate rules and regulations to administer and enforce this article.
(D) Property shall be removed from the vacant property registration database when the property is no longer vacant, or the property has been turned over to the city.
(E) Owners have the right to prior notice and to appeal adverse decisions of the Program Administrator. Such notice shall be sent by certified mail to the registered owner at the address maintained in the County Assessor’s office at least ten days prior to such adverse decision.
