No installation of electric apparatus shall be made without first obtaining a written permit from the Electrical Inspector, or his or her deputy, to do so. No permit fee shall be required or shall be paid the Electrical Inspector, or other city officer or employee empowered to issue said permit. No additional fee for inspections, as herein provided, shall be demanded by or paid to the Electrical Inspector for any service performed under this article; provided, that nothing in this section shall be construed so as to require the securing of a construction permit for minor repair work, such as repairing flush and snap switches, replacing fuses, changing lamp sockets and receptacles, taping bare joints and repairing drop cords. The Electrical Inspector shall be notified of all electric apparatus to be concealed in sufficient time for his or her inspection, and no electric apparatus shall be concealed until approval by the Electrical Inspector, or his or her deputy.
