No certification of approval shall be issued by the Electrical Inspector with respect to any interior building or house wiring, as well as all connections thereto, inside or outside, unless the electric light, power and heating installations are in strict conformity with the provisions of the ordinances of the city and statutes of the state, and unless they are in conformity with the most approved methods of construction for safety to life and property. The regulations laid down in the 2023 National Electrical Code, standard of the National Fire Protection Association for Electrical Wiring and Apparatus, and all amendments and revisions thereof, adopted by the legislature of the state and the State Electrical Board, shall be prima facie evidence of such most approved methods. Three copies of the regulations referred to above are on file at the office of the City Clerk, and such rules and regulations, together with subsequent amendments thereto, are hereby approved and adopted by the Mayor and City Council as a standard of efficiency of the most approved methods of electrical construction and hereby incorporated and made a part of this article as though printed in full herein.
