§ 5-716 MUDDY ALLEYS; DRIVING REGULATED.
   (A)   No person shall drive, haul, tow, push or otherwise move any vehicle with a gross vehicle weight exceeding 5,850 pounds through an unpaved alley which is muddy, saturated or soft, to such a degree that the passage of such vehicle with hauling capacity of more than 5,850 pounds would cause damage to the grading and surface of the alley.
   (B)   Nothing in this article shall be construed to prohibit any person owning or leasing property abutting upon any alley from using such alley to reach the abutting property even if other means exist to reach said property. Nothing in this article shall be construed to prohibit any police, fire or emergency vehicle from using any alley at any time, nor shall it be construed to prohibit city, county or other vehicles from passing through any alley for the purpose of repairing or maintaining such alley.
