§ 5-412 ABANDONED VEHICLES; CONSTITUTE NUISANCE.
   It is hereby expressly found and determined that the unrestricted parking or storage of vehicles on the public streets or on city property in residential areas is an obstruction and hazard to the proper and efficient flow of traffic and use of the streets and city property and constitutes a nuisance to the citizens and residents of the city. It is hereby expressly found and determined that the storage of unlicensed vehicles on private property is a hazard to the health, safety and welfare of the citizens and residents of the city and constitutes a nuisance to the citizens and residents of the city.
