§ 4-504 GARBAGE AND REFUSE COLLECTION; LIEN.
   Whenever a city removes any garbage or refuse or causes it to be removed from any lot or land pursuant to this article, it shall, after a hearing conducted by the governing board, assess the cost of the removal against such lot or land.
