§ 1-217 MUNICIPAL UTILITIES SUPERINTENDENT.
   (A)   The Municipal Utilities Superintendent shall have immediate control over all municipal utilities. The Utilities Superintendent shall be under the direction and supervision of the Mayor. Any vacancy in the position of Utilities Superintendent shall be filled by appointment by the Mayor, by and with the consent of a majority of the City Council.
   (B)   The duties of the Municipal Utilities Superintendent shall be as follows:
      (1)   To ensure that city-owned utilities remain in operational condition;
      (2)   To supervise and assist city employees in electric, water, garbage, streets, parks, cemetery and tree and grass disposal operations as assigned by the Mayor;
      (3)   To respond to emergency calls concerning city-owned utilities;
      (4)   To coordinate the work schedule of outside city employees;
      (5)   To require the power plant operators to successfully demonstrate proficiency in all aspects of operation and maintenance of the power plant machines twice each year;
      (6)   To ensure all power plant machines are properly maintained;
      (7)   To ensure that there is an adequate supply of fuel for the power plant;
      (8)   To check or assign the checking of the wastewater plant every day to ensure it is operating effectively;
      (9)   To check or assign the checking of the water wells and water tower on a regular schedule to ensure that they are operating correctly;
      (10)   To ensure tests at the wastewater and water plants are properly conducted in accordance with state and federal regulations;
      (11)   To perform and oversee preventive maintenance at the wastewater and water plants as well as on all public works equipment;
      (12)   To monitor and maintain all water, sewer and electric lines, poles and transformers;
      (13)   To assume or assign all state statutory authority for the City Water Commissioner;
      (14)   To monitor the tree and grass disposal area and sanitary sewer lagoons and to ensure compliance as required by state and federal regulations; and
      (15)   To perform such other duties as may be required and assigned by the Mayor and City Council.
