(A) A reconnect fee, in the amount of $50, shall be charged to any residential customer who has had electric utility service disconnected for nonpayment of charges.
(B) Electrical service shall not be reconnected until the reconnect fee of $50 is paid, together with all charges due up to and including the date of disconnection.
