There is hereby established a rate for the use and service of the sewer system of the city. Said rate shall be uniform in amount and applied to all users of said sewer system. The amount to be charged each user shall be $20 per month plus $1.85 per 1,000 gallons of water usage, based on the winter quarter (December, January and February).
