§ 151.30 BUILDING PERMIT REQUIRED.
   (A)   No person or corporation shall erect, construct, enlarge, alter, repair, improve, move or demolish any building or structures without first obtaining a permit for each building or structure from the Mayor of the village, and said permit shall be upon such forms as set forth by the Mayor’s office.    
   (B)   (1)   The Mayor shall review all building permit applications for new construction or substantial improvements to determine whether proposed building sites will be reasonably safe from flooding.
      (2)   If a proposed building site is in a location that has a flood hazard, any proposed new construction or substantial improvement (including prefabricated and mobile homes) must:
         (a)   Be designed (or modified) and anchored to prevent flotation, collapse or lateral movement of the structure;
         (b)   Use construction materials and utility equipment that are resistant to flood damage; and
         (c)   Use construction methods and practices that will minimize flood damage.
