(A) After due survey thereof, the following is hereby declared to be a community reinvestment area under R.C. §§ 3735.65 et seq. to wit, described as follows: all areas in the Village of Dennison, Tuscarawas County, Ohio.
(B) A housing officer is designated to serve at pleasures of Council.
(C) The construction of new structures and the remodeling of existing structures are hereby declared to be a public purpose for which exemptions from real property taxation is hereby granted for the following periods:
(1) For every dwelling containing not more than two family units, located within the same community reinvestment area, and upon which the costs of remodeling is at least $2,500, a period of three years;
(2) For every dwelling containing more than two units and commercial or industrial properties, located within the same community reinvestment area and upon which the costs of remodeling is at least $5,000, a period of four years;
(3) For new construction of every single-family residential structure located within the same community reinvestment area, a period of five years; and
(4) For new construction of every commercial or industrial structure located within the same community reinvestment area, a period of eight years.
(D) Pursuant to R.C. § 3735.69, a Housing Council is to be appointed and the same shall be composed of two members appointed by the Mayor, two members appointed by the Council, and the majority of the foregoing members shall then appoint two additional members who shall be residents of the village, to serve at will of the appointing group.
