Any person found to be in violation of this chapter shall be charged with violation thereof, conviction of which shall be a minor misdemeanor on the first offense punishable by a fine of not more than $150 and with each subsequent conviction being a misdemeanor of the fourth degree punishable by incarceration of not more than 30 days and/or a fine of not more than $150.
