SCHEDULE I. LIMITED PARKING.
   (A)   It shall be unlawful for the operator of any motor vehicle, to park the same on the west side of Jewett Street from the railroad crossing to McCook Avenue in the village.
   (B)   It shall be unlawful for the operator of any motor vehicle to park on the east side of North Fifth Street from Spring Street to North Street in the village.
   (C)   It shall be unlawful for the operator of any motor vehicle to park on the east side of Hanna Street from Spring Street to Sherman Street in the village.
   (D)   It shall be unlawful for the operator of any motor vehicle to park on Welch Street from Hanna Street to the PHAC Park in the village.
   (E)   Parking on both sides of Grant Street from First Street to Fourth Street shall be two hour parking from 9:00 a.m. to 6:00 p.m. except Sundays and holidays.
   (F)   There shall be no parking on the west side of Fourth Street between High and Wilson Streets.
   (G)   (1)   Whoever violates any of the provisions of divisions (A) through (D) above shall be deemed guilty of a misdemeanor and shall be fined for the first offense not less than $10; and for a second offense within one year thereafter, not less than $25; and for a third offense or subsequent offense within one year after the first offense, shall be fined not less than $100.
      (2)   For violation of division (E) above, each violator shall be fined $25 and costs for each separate violation. The Police Department shall have the authority and discretion to cause the towing of an illegally parked vehicle, and the vehicle owner shall be solely responsible for the towing expense.
      (3)   The operator, or the owner, of the motor vehicle parked in violation of division (F) above shall be subject to a fine of $10 and cost.
