(A) In order to facilitate the movement of traffic and to combat the hazards of excessive snow and ice on streets of the village, snow emergency signs will be posted on the following streets and areas within the village:
(1) The portion of Grant Street from the western corporation limit to North Fourth Street;
(2) The 800 and 900 blocks of North First Street;
(3) The portion of Wilson Street from the corporation limit behind Twin City Hospital to North Second Street; and
(4) The portion of Fuhr Street from North Second Street to Twin City Hospital property.
(B) A snow emergency shall be declared by the village when the amount of snow on the ground is five inches or greater, as determined by the village.
(C) After such emergency has been declared, no person, during this period of the emergency, shall park or cause or permit to remain standing his or her motor vehicle on both sides of those streets or portions hereof named in division (A) above. Whoever violates this schedule is guilty of a misdemeanor of the fourth degree.
(D) Any motor vehicle found parked or standing on those streets or portions thereof named in division (A) above during the time of such emergency may be removed upon the order of any duly appointed officer of the Police Department and shall subject the owner or operator to the penalties provided herein.
(E) Whoever violates this schedule shall be fined not less than $25, and shall also be responsible for any and all towing charges and impounding charges as assessed for the necessary removal of the vehicle; provided however, a person shall receive a written warning upon his or her first violation of this schedule, and shall not be subject to the above-listed fine amount. All subsequent violations will result in the issuance of the above-listed fine amount.
