§ 51.03 INSTALLATION OF WATER WELLS.
   (A)   The real property consisting of 147 acres, more or less, being that property annexed into the village which remains undeveloped known as Country Park Estates, that the owners of Country Park Estate, their heirs and assigns, may subdivide the real property at their choice and construct approved on-lot septic systems and drill proved water wells on the real property for development in accordance with the current zoning regulations of the village until such time as water and sewer lines are extended.
   (B)   All water wells and on-lot septic systems shall be installed according to the regulations of the County Health District and comply with all federal and state regulations regarding on-site water systems.
   (C)   It is specifically enacted that one public water and public sanitary sewer systems become available to the property, then those owners’ residence having on-site septic systems or on-site water systems may be required to detach from the private water system and hook on to the public water system per any state law that may supersede this section at the property owner or developers expense.
   (D)   Any purchaser of real property in the Country Park Estates area consisting of 147 acres shall comply with all other provisions of the village.
