41.08 EXEMPTIONS.  
   The noise prohibitions contained within this chapter are not applicable to the following:
      1.   Emergency or public safety vehicles, street maintenance equipment, government-owned or hired snow removal equipment, vehicles owned and operated by the City, and vehicles owned or operated by any utility company.
      2.   Noise caused by the performance of emergency work for the immediate safety, health, or welfare of the community or individuals of the community or to restore property to a safe condition following a public calamity.
      3.   The sound emitted by the intentional sounding outdoors of any fire, burglar or civil defense alarm, siren, whistle or similar stationary emergency signaling device for emergency purposes.
      4.   The sound emitted in conjunction with a religious celebration, to include the sound emitted by church carillons, bells, or chimes.
      5.   The sound emitted by a motor vehicle radio, tape player, compact disc player, or similar device intended for the use and enjoyment of such vehicle’s occupants while such vehicle is on the public right-of-way, provided that the sound emitted from the device is not audible for more than fifty (50) feet.
