It is unlawful for the driver of any vehicle to disturb the peace and quiet of any street, alley, avenue, public place, religious or public assembly, or neighborhood, by loud or unusual noise caused by the operation of a motor vehicle, which includes (but is not limited to) the unnecessary racing or gunning of the motor, the squealing of tires caused by the friction of rubber on pavement, or the noise caused by an exhaust system which is defective or which has been modified by the installation of a muffler cutout or bypass.
