At the first meeting of the Council following the regular municipal election, the City Manager, having provided opportunity for input by the membership of the Fire Company, shall recommend to the Mayor, and subject to the approval of the Council, the Mayor shall appoint the Chief of the Fire Department. The Chief shall hold the office for two years, or until a successor shall have been appointed and qualified.
