A. This title is for the purpose of establishing and carrying into effect the several powers, duties and privileges conferred upon the city in, under and by an act of the state legislature known as New Mexico Statutes Annotated sections 3-21-1 through 3-21-26. These regulations and restrictions have been made in accordance with a comprehensive plan and are designed to lessen congestion in the streets; to promote health and the general welfare; to secure safety from fire, panic and other dangers; to provide adequate light and air; to prevent the overcrowding of land; to avoid undue concentration of population; to facilitate the adequate provision of transportation, water, sewage, schools, parks and other public requirements. B. These regulations and restrictions have been made after reasonable consideration, among other things, of the character of the district and its peculiar suitability for particular uses, and with a view of conserving the value of buildings and encouraging the most appropriate use of land throughout the city.
