The city is exempt from paying fees for connections and from all other provisions of this chapter for any water, gas or sanitary sewer service located anywhere in the city. In addition, where any project is undertaken under the provisions of the city of Deming economic development plan ordinance or the provisions of the affordable housing ordinance, the city council may waive the payment of any applicable connection fees.
