It is the sole intent, purpose, and policy of the city to promote the protection of the public health, safety, peace, and general welfare by the regulation of animals as provided in this chapter. The provisions stated are to be construed liberally, according to the fair import of their terms, in order to effectuate this policy. The provisions of this chapter and other city ordinances are cumulative law, and this chapter does not prevent enforcement of any other code provision or city ordinance that regulates any area covered by this chapter.
