It shall be unlawful for any person to install any engine in any building within the corporate limits except by securing a permit so to do from the city council upon written application therefor, which said application shall be in writing and shall show the dimensions and locations of all adjoining buildings and lot lines, and the position and location of the cutoff valve, and all other important parts.
