The chief and all other officers of the fire department shall be appointed by the mayor, with the advice and consent of the city council, and the persons so nominated and confirmed shall hold their respective offices until their successors are chosen and qualified as herein provided; provided, that any officer of the fire department may be suspended or removed for cause by the city council upon and after a full investigation of any charges duly filed in writing with the city clerk.
