It shall be unlawful for any person to cast, place, sweep or deposit anywhere within the city any rubbish in such a manner that it may be carried or deposited by the elements upon any street, sidewalk, parkway, sewer, other public place, vacant lot or into any premises. (Ord. 728, 10-10-1983)
