When any person is dissatisfied with any order, decision or determination of the planning and zoning commission, review may be had with the city council by written notice filed with the city clerk within twenty (20) days after the effective date of such order, decision or determination of the planning and zoning commission. The city council may overrule the decision of the planning and zoning commission only by a two- thirds (2/3) vote of all of its members. (Ord. 406, 5-18-1966; amd. Ord. 944, 2-20-1997)
