Any provisions of this Charter may be amended as provided in Article XVIII, Section 9 of the Ohio Constitution, by submission of a proposed amendment to the voters of the municipality and approval by a majority of those voting on the question of its adoption. Such amendment may be initiated either by a two-thirds (2/3) vote of Council, or by petition to Council signed by ten percent of the electors of the Municipality.
