For the purpose of implementing the functions of the municipality, the following departments are hereby established; Finance, Fire, Police, Street, Water, Wastewater Parks, Recreation, Planning, Zoning, Engineering and Law. The work of the departments of the municipality shall be distributed among such departments, offices, divisions, boards and commissions as provided in this Charter and as provided by the Mayor and Council.
Except for Police, Fire and Law, Council may terminate departments and establish new departments and divisions of the municipality, and shall define the powers and functions of the organizational unit. Where the Council has not acted, the officers and employees of the municipality shall have all powers and duties provided for similar officers and employees by State law.
