(a) Except for guide dogs registered under Ohio R.C. 955.011 and dogs kept by an institution or organization for teaching and research purposes under Ohio R.C. 955.16, no person shall own, keep, or harbor a dog more than three months of age without annually registering such dog with the County Auditor. Failure of any dog at any time to wear a valid registration tag shall be prima-facie evidence of lack of registration and subject such dog to impounding and disposition pursuant to Section 505.02 of the Codified Ordinances of the Village of Delta or equivalent state or county law.
(b) No person shall own, keep, or harbor a dog classified as a dangerous or vicious dog pursuant to Section 505.141, or other substantially equivalent state or local law, without annually registering such animal with the municipal police department, immediately after obtaining the annual registration from the County Auditor, or within thirty days upon moving into the Village of Delta.
(c) The owner, keeper or harborer of a dog that has been classified as a dangerous or vicious dog pursuant to Section 505.142, or other substantially equivalent state or local law, shall provide the county dog tag number, a color photograph of the dog, proof of liability insurance if required under Section 505.142, and shall pay a separate annual registration fee of twenty-five dollars ($25.00) to the municipal police department to cover the administrative costs associated herewith.
(d) Whoever violates subsection (a) hereof is guilty of a minor misdemeanor for a first offense and a misdemeanor of the fourth degree for each subsequent offense.
(e) Whoever violates subsection (b) hereof is guilty of a misdemeanor in the fourth degree for a first offense and a misdemeanor in the third degree for each subsequent offense.
