(a) It shall be unlawful for the owner, keeper, or harborer of any animal within the Village to permit the animal to go beyond the premises of the owner, keeper, or harborer at any time unless such animal is properly leashed.
(b) The owner, keeper, harborer of every animal within the Village shall at all times keep the animal confined so that it cannot stray beyond the premises of the owner, keeper, or harborer.
(c) Whoever violates this section is guilty of a minor misdemeanor.
