(a) Property Owner to File Information on New Tenants. Within thirty days after a new tenant occupies rental property of any kind within the Village, all property owners of rental property who rent to tenants of apartments, rooms and other rental accommodations shall file with the Tax Tax Administrator of the Village a report showing the names, addresses, telephone numbers, if available, and dates the tenants initially moved in, of each tenant who occupies an apartment, room or other rental property within the corporate limits of the Village.
(b) Filing of Report When Tenants Vacate. Within thirty days after a tenant vacates an apartment, room or other rental property located within the Village, the property owner of the vacated rental property shall file with the Tax Administrator a report showing the date of vacation from the rental property and identifying each vacating tenant.
(c) Questionnaire. The Tax Administrator shall forward a questionnaire to each tenant within the Village at their last known address. Each tenant who receives an individual or business questionnaire shall, within thirty (30) days after receipt, complete the questionnaire and return it to the Tax Administrator.
(d) Penalty. Violation of this section shall constitute a third degree misdemeanor for each offense.
