No person having control of realty within the Village shall directly or indirectly create or allow dangerous conditions to exist on those premises including open, unguarded, or unprotected excavations; dilapidated buildings or buildings damaged by fire or vandalism which are open and otherwise unprotected and are likely to prove dangerous to life or limb; or abandoned, open, uncovered cisterns, catch basins, septic tanks, swimming pools, or artificial lakes or ponds.
