139.03 AUXILIARY POLICE UNIT.
   (a)   Appointment, Qualifications of Members.  
      (1)   There is created within the Village Police Department an Auxiliary Police Unit, the members of which shall be appointed by the Mayor.
      (2)   The members of the Auxiliary Police Unit may not be under the age of 21 years at the time of their appointment, and shall meet such other requirements as provided by the rules and regulations set forth in subsection (f) hereof.

   (b)   Term of Service. Auxiliary police officers shall serve so long as the Mayor may direct, or until a resignation submitted by a member shall be accepted by the Mayor.
   (c)   Officers.
      (1)   The Chief of Police shall be the commanding officer of the Auxiliary Police Unit and shall have control of the assignment, training, stationing and the direction of work of the Unit. The Auxiliary Police Unit will have all police powers, but shall perform only such police duties as assigned by the Chief of Police and shall act only when in the prescribed uniform. The Chief of Police shall prescribe the time and place such uniform shall be worn. The auxiliary members shall obey the chain of command of the Police Department and shall take orders from all regularly-appointed members thereof.
      (2)   The Chief of Police shall, with approval of the Mayor, appoint a command officer of the Auxiliary Police Unit from their membership.

   (d)   Uniforms.
      (1)   The Village will furnish the following items:
         A.   One identification card.
         B.   Two breast badges.
         C.   One hat badge.
         D.   One set of collar brass.
         E.   Arm patches.
      (2)   An auxiliary officer must furnish the following:
         A.   Weapon.
         B.   Duty belt.
         C.   Whistle.
         D.   Name plate.
         E.   Uniform.
      (3)   Auxiliary Police Unit members may be issued any uniforms that the department has on hand.
      (4)   Uniforms will conform to all other Police Department uniforms and shall be worn according to Department rules.
      (5)   After 24 months of active membership on the Auxiliary Police Unit, the Village will reimburse the member one-half of the original purchase price of the following items:
         A.   One pair of uniform pants.
         B.   One winter shirt.
         C.   One summer shirt.
         D.   One spring jacket.
         E.   One winter coat.
         F.   One uniform hat.

   (e)   Compensation.
      (1)   All services performed by auxiliary officers shall be on a voluntary basis and within the Village limits.
      (2)   Compensation:
         A.   Auxiliary officers shall be paid one dollar ($1.00) annually.
         B.   Auxiliary officers are to be paid only if called for special duty.
         C.   Pay scale:
            1.   Command officer: an amount per hour as set forth by Council from time to time.
            2.   Patrol officer: an amount per hour as set forth by Council from time to time.
         D.   All other times, mandatory or otherwise, is strictly voluntary.

   (f)   Powers and Duties.
      (1)   The Mayor shall prescribe the rules and regulations for the organization, administration, conduct and control of the Auxiliary Police Unit.
      (2)   All auxiliary officers must conform to and abide by all existing rules and regulations of the Village Police Department.
      (3)   All auxiliary officers will only ride and observe until the Chief of Police feels the member is sufficiently trained to do otherwise.
      (4)   All auxiliary officers will take such training as deemed necessary by the Chief of Police.
      (5)   All auxiliary officers will get their authority from first, the Chief of Police; second, the full-time officer in charge; or third, the Auxiliary Command Officer.
      (6)   Auxiliary patrol officers are to have police authority and will be allowed to carry a weapon only when directed to do so by the Chief of Police.

   (g)   Liability of Village. This section is declared by the Council as an exercise by the Village of its police powers for the protection of public peace, health, property, safety and general welfare. Neither the Village nor any agent or representative of the Village; an officer appointed under the provisions of this section; or any individual, firm, partnership, corporation or the receiver, trustees, or any other agent thereof, who in good faith, executes an executive order, rule or regulation promulgated pursuant to the provisions of this section shall be liable for injury or damage sustained to person or property as a direct or proximate result of such action.
