136.02 DUTIES.
   The Superintendent shall have charge of the operation and maintenance of the streets and storm sewers of the Village, under the direction and control of the Administrator.
   (a)   The Superintendent shall have charge of the inspection of all public storm sewer construction and all storm sewers, public and private. The aforesaid inspections shall be made by the Superintendent or a person under the direction and control of the Superintendent.
   (b)   The Superintendent shall have charge of all of the employees in the Street Department and shall perform such duties as are provided for in this chapter and as determined by the Administrator.
   (c)   The Superintendent shall keep or cause to be kept records, plats, maps, plans of the streets and storm sewers which shall be made available for inspection by the Village officers, Council members and the general public at all reasonable times during business hours.
   (d)   The Superintendent shall perform all duties necessary to insure the proper and efficient operation of the streets and storm sewer facilities and all functions thereof.
