The Administrator of the Village of Delta is hereby authorized and granted the authority to make contracts, purchase supplies and materials and provide labor for any work under the Administrator’s supervision under the procedures set forth in Ohio R.C. 731.141 and 731.15, and other related provisions of Ohio law for not more than twenty thousand dollars ($20,000). Said actions of the Administrator shall be without the approval of Council and may be done without the formal bid requirements contained in Ohio law.
