931.23 METER WHICH FREEZES OR BREAKS.

In the event a water meter freezes and breaks, there shall be a charge levied against the consumer for the repair of that water meter. The charge shall be the cost of labor plus parts used to repair the water meter, with a minimum charge of one hundred dollars ($100.00).
