(a) When a broken water line causes a leak of an excessive amount of metered water which does not empty into the sewer system, the charges for water shall be one hundred percent (100%) of the water used, plus an estimated average sewer charge. Said determinations shall be made by the Superintendent of the Water Treatment Works.
(b) Leaks resulting from defective plumbing in stools, sinks, dishwashers, clothes washers or any other appliance or device utilizing water shall have the water and sewer charges billed at one hundred percent (100%) of the current rate.

(c) Water used to fill a swimming pool, where it can be proven that the water will not drain into the Village sewer system, shall be billed at one hundred percent (100%) of the current water rate, with no charge for the sewer rate provided that a pool fill permit is obtained from the Village Office located at 401 Main Street, completed and returned at least 48 hours prior to the pool fill. Those swimming pools which are connected to the Village sewer system will be billed at one hundred percent (100%) of the current rate for both water and sewer usage. Any person constructing a new swimming pool, or making modifications to an existing swimming pool to the extent which would require a permit from the Village or other public entity, must install a separate water meter to claim a credit. Upon installation, water usage will be billed at one hundred percent (100%) of the current rate with no charge being made for sewer usage on the separate meter. Such second meter shall be the only meter utilized for sewer charge credits by the Village.
(d) The Village will permit one (1) pool fill sewer waiver per year as described in subsection (c) hereof and shall not adjust any utility bills for “topping off” of pools.
(e) A swimming pool is defined as any open tank capable of containing water to a depth at any point greater than one and one-half (1-1/2) feet. Hot tubs, jacuzzis or spas are not defined as swimming pools and may not be granted a sewer credit.
(f) Effective January 1, 2012, the Village of Delta will no longer waive sewer charges for pools as described in subsection (c), (d) and (e) hereof; and the Village will require pool owners to install a separate water meter to claim a sewer credit for a swimming pool.
(g) Watering outdoor vegetation or other outdoor water usage shall be billed at one hundred percent (100%) of the current rate for water and sewer usage. If requested by the owner, a separate meter for this water usage may be installed at the owner’s expense. Upon installation, water usage will be billed at one hundred percent (100%) of the current rate with no monthly minimum charge and with no charge being made for sewer usage on the separate meter.
