931.13 SERVICE CHARGES; TAP FEES.
   (a)   The Village shall be responsible for the maintenance and repair of all water mains owned by the Village. The Village shall further be responsible for all repairs to curb stops.
   (b)   Any person desiring a tap for new water service to their residence shall make application to the Village Administrator on a form to be provided by the Village Administrator. The cost for the tap for new water service shall be as follows:
      (1)   A.   The fee established for making a connection into the Village water distribution system, installing the required valving, and meter connections shall be two thousand three hundred fifty dollars ($2,350.00).
         B.   Any tap requiring the line be bored under the street shall be charged an additional fee of seven hundred fifty dollars ($750.00).
         C.   Any connection into the Village distribution system larger than the residential ¾ inch shall be determined by the Village Administrator who in concurrence with the Superintendent of the water distribution shall determine a fee based on actual costs for the required parts and labor to make the desired connection.
      (2)    For all taps over one inch, the minimums in subsection (b)(1) apply plus any additional costs of labor and materials necessary for installing the tap.
      (3)    A front footage charge of four dollars ($4.00) per front foot of the lot or land to be served by such tap with a minimum of 150 feet charged outside the Village limits. (Ord. 05-15. Passed 10-3-05.)
      (4)    Water users outside the Municipality shall pay 150% of the above charges.
      (5)    In the event an applicant desires water service from a water line installed by the owner and at the owner's expense or by a predecessor in interest of the owner and at the predecessor's expense, the applicant shall not be required to pay the fees set forth in subsection (b)(3) hereof;
   (c)   The charges specified in subsection (b) above shall include the tap, the run to the curb valve, curb stop, the curb stop valve, and the water meter.
   (d)   In the event a property owner requests a special reading or in the event water service is either turned off or turned on for any reason (examples: temporary off for vacation or change of seasonal residence) other than at the request of the Village for repair purposes, or turning on or turning off of yard and pool meters, there will be an additional charge of ten dollars ($10.00) to suspend the service and to reactivate the service. Customers are required to contact the Village Offices for disconnection of their yard and pool meters every fall and spring. Failure to contact the Village will result in the property owner being responsible for all water consumption due to leaks or usage during the winter months.
   (e)   In the event a meter is temporarily removed, there shall be a twenty-five dollar ($25.00) charge.
   (f)   Fire line charge shall be established as follows:

   (g)   System development fee. A system development fee shall be charged at the time of connection of service to any property as follows:

   (h)   All charges called for within this section shall be paid in advance unless the charge cannot be determined until after the work is completed. In that event, or where no charge is established, the Superintendent of the Water Department shall make an estimate of the costs and the applicant shall deposit that amount with the Clerk of Council. That sum shall be applied against the final bill. Any excess deposit shall be credited for future water service to the residents. In the event that the deposit is insufficient, the additional charge shall appear on the first water billing.
   (i)   The Village may extend water service to land which is outside of the corporate limits of the Village but within the Village's water service area provided that before such water service is extended, the owner of such land must comply with the following: Execute an agreement to annex the property to the Village. Such owner shall exert all efforts to obtain annexation of his or her property, including signing of an annexation petition, when it is legal to require a similar agreement from anyone to whom he and she sells all or any part of his or her land and to place a covenant in the deed requiring any subsequent purchaser to exert all efforts to annex the land to the Village.
